This is very small for "one size fits all." My 3.5 year old has a 20" head circumference, which Outdoor Research sizing lists as a "small." This hat doesn't even cover her forehead, and barely covers her ears. One size fits all should AT LEAST cover a typical medium measurement, let alone a small!These run VERY small. My kids are 3 and they both said the hats are too tight. Should not be marked "kids" one size. These are for toddlers!
